re: "Would the us dollar have to be the base currency????"  No.  You could do pairs with bases that correlate with usd.  In every major dollar move, typically one or more of the currs that corre with usd outperform usd... good luck picking which one(s) this time.  ie Typically, if  you're taking a position in an instrument it's best to use that instrument...

re: "what curecy pairs would you trade? " One option is to do a basket of pairs across from dollar and weight the minor pairs (‘developing’ nations) more than the major pairs (‘developed’ nations).  Many members of the major pairs are more correlated with the dollar and (statistically) don’t move as much.   That is currently happening during the current usd up move.
