It was featured in an article recently in T/A of Stocks and Commodities, I don't have it here so I cant comment on how to use it but that is probably where it was seen

I pay $7 round trip per futures contrast (ES) at think or swim which requires about $5620 in margin to place 1 contract with them. US stocks I pay $5 for each buy or sale, but it is a discounted rate that would cost the normal customer $10 per transaction. My other brokers charge $7 per transaction regardless of size.
